What I Do

 

Extensive experience leading teams managing public sector reform projects, with specific expertise in security

My past work includes comprehensive security sector reviews designed to better align resources with strategic goals; risk analysis and development of new strategies; targeted projects to develop organizational capacity in human and financial resource management; and designing new frameworks for monitoring, evaluation and learning. I have supported project design and implementation in over twenty countries, with a particular emphasis on Latin America, the Sahel, East Africa and the Balkans. 

Currently I am leading pilot projects to explore key issues related to the future of security and governance, such as hybrid forms of state and non-state governance and links between environmental and human security. Consistent with a vision of security which understands human security to be inextricably linked with the health of the environment, I also specialize in projects at the intersection of security, peacebuilding and environmental conservation. 

Much of my work takes place in contexts which have been affected by violence, instability and conflict, in which it is essential to understand how to navigate complex political landscapes, support partner organizations, and co-develop pragmatic and sustainable approaches appropriate to the local context. Throughout project design and implementation, I maintain a focus on learning, adapting and measuring what matters to create sustainable peace.

Why It Matters

In the face of the climate emergency, a global pandemic and waning confidence in governments, it is more urgent than ever to develop approaches to governance and security which meet the real needs of communities. In some cases, this means reexamining the fundamental purpose and principles of the institutions mandated to keep us safe and secure. In many, it also means thinking differently about what matters most in creating a peaceful, prosperous and sustainable future. 

We have an opportunity in the coming years to transform the systems which are no longer serving us. New systems need to be guided by new principles and informed by natural boundaries and limits rather than man-made lines on a map and patterns of extraction and domination. Now is the time for projects which pilot new approaches and demonstrate how effective new systems can be when they are aligned with the needs of both the planet and people and focused on the health and well-being of our communities.
